******受业主委托，采用国际公开招标方式公开邀请符合要求的制造企业或被指定的唯一代理商（以下简称“投标人”）就下列货物提交密封的有竞争性的投标文件。CWEME entrusted by the owner adopts a international public bidding to invite qualified manufacturers or appointed sole agencies (Hereinafter referred to as "bidders") to offer competitive sealed bidding documents for the following goods.*．招标内容：Contents:大唐略阳发电厂*×***MW热电联产扩建工程四大管道管材招标，具体规格数量详见招标文件。The four major pipe products of Datang lveyang *×***MW CHP project shall be procured by international public bidding. Details are set forth in the bidding document.*．合格投标人：Qualified bidders:（*）投标人应来自中华人民共和国或是与中华人民共和国有正常贸易往来的并相互享有最惠国待遇的国家或地区。Bidders should be from the People's Republic of China or the countries or regions which have a normal trade and enjoy the MFN treatment with the People's Republic of China.（*）投标人不得直接或间接地与本次招标项目最终用户为该项目货物进行设计、编制规范和******或其附属机构有任何关联。Bidders shall not, directly or indirectly, have any relevance with the consulting firms or its subsidiary bodies which commissioned by the project end-users of the goods for bidding to design, prepare specifications and other documents.（*）投标人应在法律上和财务上独立、合法运作。Bidders should be independent in law and financial affairs and operating legally.（*）投标人应具有良好的商业信誉，没有处于被责令停业，财产被接管、冻结，破产状态。Bidders should have a good commercial credit without having been ordered to rectify business, take over, frozen account or bankrupt.（*）投标人应具备提供过*台***MW及以上机组管道产品两年以上的运行业绩。Bidders should offer * units' operation achievement for over * years of ***MW or above level units.（*）投标人必须为所投标产品的制造厂商，或所投标产品制造厂商的总代理商但需出具产品制造厂商的授权书；并需提供四大管道加工制造相关资质及符合上述要求的供货业绩证明文件。Bidders must be the manufacturer or the general agent but need to offer the letter of authority. Bidders also should provide related processing and manufacturing qualifications and above mentioned operation achievements.*．投标人如感兴趣并符合上述合格投标人的要求，请以传真或邮件方式发送报名函。报名函格式不限，需签字或盖章。经招标方认真审查并确认后，投标人方可获取招标文件。If interested bidders meet the above qualifications, please fax or email the application letter. The application letter has no specific format and need to sign or stamp.
