[****] No.*** Document (approval name and number). The project’s owner is Kunming Urban Construction Investment and Development Co., Ltd. with ***% self-raised funds (source of funds). The tender agency for this project is Kunming Transcend Tender Co., Ltd. Bidding conditions for this project have been met. It is hereby to publicly invite tenderers for the general contracting of consulting, prospecting and design of this project. *. Project Overview and Tender Scope *.* Project Overview: Wujiaba Central Park, located at the east of Wujiaba core area, ranges from Guangfu Road in the south, to Yulong Road in the north, and from Guan *th Road in the west to the Changhong West Road station in the east, covering a land area of *** hectares (*,*** Mu). Wujiaba Central Park is one of the major supporting facilities for developing Kunming into a international center city in the region and an important carrier to support Wujiaba to be a regional financial center, head-office base, media center and business center. To be built with international visions and world-class standards, Central Park will effectively enhance Wujiaba’s urban image and become a center that radiates out towards South Asia and Southeast Asia and an important economic engine. *.* Investment Size about ** billion yuan is invested into this project. *.* Construction Location: Wujiaba Central Park, located at the east part of Wujiaba core area, starts from Guangfu Road in the south, to Yulong Road in the north, and from Guan *th Road in the west, to the Changhong West Road station in the east, covering a land area of *** hectares (*,*** Mu). *.* Tender Scope (*) Consulting: includes but not limited to preparing project proposal and feasibility study report, preparing special plans in accordance with the employer’s requirements, deepening and modifying the prepared documents to the satisfaction of competent authority. (*) Prospecting: includes but not limited to geological prospecting, revision of *:*** topographic map, measurement of *:*** earthwork horizontal and vertical sections, pipeline detection and measurement; the work results shall satisfy engineering needs and the requirements of competent authority; (*) Design: includes but not limited to plan design (including optimization and adjustment according to the requirements and opinions issued by the employer and experts, deepening and submitting work results, plan design result must be approved by relevant departments) and BIM design (BIM design refers to creating *D BIM models for all design stages. BIM models should be created in different design phase, i.e., schematic design, design development and construction documents; and BIM technologies are used to help design to enhance design quality and efficiency. Modeling depth for each design phase should meet the unified BIM format dedicated for Wujiaba new urban center and comply with relevant industrial standards.), design development (including preparation of project estimate), design of construction documents and estimate of construction documents, completion of all design documents, reviewing design development and construction documents, organizing expert discussion and having these design results pass the expert review, providing assistance in construction document review by document reviewing company, helping the employer with construction application, expert consulting and data collection, other design and coordination services during construction process, and dispatching designers to construction site (depending on the project entrusted by the employer). *.* Work Schedule (*) Consulting: within ** days after the task document is issued; (*) Prospecting: within ** days after the task document is issued; (*) Design: Schematic design and design development should be completed within ** days after the task document is issued; construction documents completed within ** days after the schematic design and design development are approved; technical disclosure should be performed; on site designers should be sent to the construction site and subsequent services such as design changes (including multiple changes for the same design), participation in completion acceptance. For BIM design, it is required to create *D BIM models during each design phase. *.* Quality Requirements: (*) Consulting: Consulting services must comply with national and industrial regulations and rules, applicable laws, technical and economic standards, satisfy requirements raised by the employer for this project and pass the project approval procedure by relevant authorities. (*) Prospecting: prospecting work must comply with Code for Investigation of Geotechnical Engineering (GB*****-****), Standards for Geotechnical Investigation Report (CECS**:**), Code for Municipal Engineering Investigation and Surveying (CTJ**-****), Urban Measurement Code (CJJ/T *-****), Technical Standards for Detecting and Surveying Underground Pipelines and Cables in Cities (CJJ**-**** J***-****) and other compulsory technical standards, satisfy requirements raised by the employer for this project and pass the project approval procedure by relevant authorities. Any poor investigation or any additional investigation caused by the tenderer's negligence or omission in violation of national or regional standards shall be cured and performed at the expense of the tenderer. (*) Design: Design work must comply with Rules on Preparation of Design Documents for Municipal Public Projects (No.** [****] of Ministry of Housing and Urban-Rural Development Quality Department, and existing national design regulations and compulsory rules about garden and landscape, and satisfy requirements raised by the employer for this project; design results must be complete, accurate, clear and reliable and design documents satisfy construction needs and pass the document review. BIM Design: For BIM design, it is required to create *D BIM models during each design phase. Modeling depth for each design phase should meet the unified BIM format dedicated for Wujiaba new urban center and comply with relevant industrial standards. *.* Division of tender: This tender is not divided and only has one part. *. Requirements on Tender’s Qualifications *.* The tenderer must be an independent enterprise as a legal person and hold the valid enterprise business license as a legal person; *.* The tenderer must hold the following qualifications: (*) Prospecting: Grade A qualification for comprehensive prospecting engineering or grade A qualification for geotechnical engineering; (*) Design: Grade A design qualification for comprehensive engineering, or grade A design qualification for building industry, grade A design qualification for urban-rural planning and special design qualification for landscape and garden engineering; The tenderer as the project designer shall be strong at application and implementation of BIM technologies and able to solve problems found in *D designs through creating and applying BIM models in different design phases. (*) Requirements for overseas design company (or team): The tenderer, if being an overseas design company (or team), must have been registered in a foreign country at least ** years ago, have received ASLA awards, and have registered in China an independent enterprise as a legal person or a branch; *.* Requirements on domestic design organization's performance: (*) The design organization must have undertaken, since ****, at least * landscape project whose design fee is ** million yuan or higher, or whose land area is *** Mu or higher, or whose total investment is * billion yuan or higher, and provide relevant documents as evidence (such document should be named as general contracting of design and/or construction, and the evidences should be scanned bid winning notice and contract for the project). (*) The design organization must have undertaken, since ****, at least * BIM project whose total investment is not less than * billion yuan (evidences should be scanned bid wining notice and contract for the project). *.* Requirements on overseas design organization's performance: (*) The design organization must have undertaken, since ****, at least * landscape project whose design fee is at least * million yuan or ***,*** US dollars, or whose land area is *** Mu or higher, or whose total investment is at least * billion yuan or ** million US dollars, and provide relevant documents as evidence (such documents may include design work booklets or scanned copies of design awards). *.* Requirements on project leaders to be appointed: (*) The consulting leader to be appointed by the tenderer shall be a registered consultant and a senior or higher-level engineer, and registered in the tenderer or included in the payroll list of the tenderer; (*) The prospecting leader to be appointed by the tenderer shall be a registered civil engineer (for geotechnical engineering) and a senior or higher-level geotechnical engineer, and registered in the tenderer or included in the payroll list of the tenderer; (*) The design leader to be appointed by the tenderer must be a person proposed by an overseas design organization. The person shall have undertaken, since ****, at least * landscape project whose design fee is at least * million yuan or ***,*** US dollars, or whose land area is *** Mu or higher, or whose total investment is at least * billion yuan or ** million US dollars; design work booklets and scanned copies of design awards should be provided as evidences. The person in charge of design shall provide on site guidance during the design until all design phase are completed; (*) The project leader to be appointed by the tenderer shall be a registered architect and a senior or higher-level landscape engineer, and registered in the tenderer or included in the payroll list of the tenderer. *.* Requirements on project staffs to be appointed by the tenderer: (*) The tenderer shall at least appoint * consulting staffs other than the consulting leader; (*) The tenderer shall at least appoint * prospecting staffs other than the consulting leader, including but not limited to surveyor(s), tester(s), recorder(s), and drill rig chief operator(s); (*) The tenderer shall at least appoint ** design staffs other than the design leader; including at least * persons for each field, i.e., road, water supply and drainage, electric, lighting, landscaping, estimate and budget; *.* In the case of consortium bidding, the leading tenderer shall be in good financial status, can provide financial statements audited accountant firm or audit institution and auditors' reports for year ****, **** and ****, and relevant evidences (if the tenderer was formed after ****, only documents available after the formation year should be submitted). *.* The leading tenderer’s tendering qualification in Yunnan province is not removed by the local competent authority due to any record of improper behavior; during the past three years, the leading tenderer has not been registered into any record of contract termination, dispute, conflict, arbitration or lawsuit due to its default or improper performance, has not won any bid by fraud, or violated any contract materially, or caused any material quality problem; the leading tenderer shall make a non-corruption promise with respect to this project. *.* If the leading tenderer is an organization from other province, it needs to submit relevant information (attaching the Registration Certificate for Enterprises Entering Yunnan or other evidences) onto the website of Yunnan Information Website on prospecting, Design and Consulting Management (http:***.******.***.cn:**/nkcsj) or provide the scanned copy of Filing Certificate for Enterprises Entering Yunnan. *.** The leading tenderer shall provide a letter of undertaking stating it is not an enforced defaulter. If it is found that the leading tenderer is an enforced defaulter, the leading tenderer shall be considered fraudulent and treated subject to applicable rules.
