(hereinafter referred to as “the tendering agent”), entrusted by cnooc china limited (hereinafter referred to as “tenderee” ), intends to purchase the goods and the relevant services required under lingshui **-* gas field development project by international competitive bidding. the bidders are kindly requested to provide the following goods and services with sealed bids.货物名称：惰气发生器name of goods: inert gas generator数量：* 套quantity: * sets规格：（*）每套双燃料惰气发生器额定能力为****m*/h，燃料模式可选择为燃气模式或柴油模式。（*）惰性气体发生器橇应是两个完整的橇块单元，每个橇块包括一套 ***%能力的双燃料燃烧式惰气发生器、一套 ***%能力的鼓风机、一套 ***%能力的柴油输送泵、管道、仪表、接线和控制系统。每个惰气发生器橇块应提供一套***%能力的甲板水封和压力/真空断路器，一套ucp供两套惰气发生器使用。（*）惰气发生器所生产的惰性气体中氧气体积含量不超过*%。（*）惰性气体发生器橇的操作压力为*~**kpag。（*）每套惰气发生器所生产的惰气出口温度不高于冷却水温度 *℃。（*）每套惰气发生器橇块尺寸不大于 * x * x *.* m (长 x宽 x 高)，不重于 **t。 （*）鼓风机的最大排风压力不超过 **kpag。specification: （*）each inert gas generator is dual fuel fired type with fuel selection for fuel gas or diesel, rated capacity is **** m*/h. （*）the inert gas generator skid shall be two complete skid units, each including one (*) ***% capacity dual fuel fired inert gas generator, one (*) ***% capacity air blower, one (*) ***% capacity diesel transfer pump, piping, instrumentation, wiring and control system. one (*) ***% capacity deck seal and p/v breaker shall be supplied and delivered for each inert gas generator skid unit. one (*) ucp is supplied for two set of igg. （*）the igg produces inert gas from combustion products with an oxygen content no more than *% by volume. （*）operating pressure of igg skid should be *~** kpag. （*）the outlet temperature of inert gas each igg shall not more than *℃ above cooling water temperature. （*）each inert gas generator (igg) packages dimension in less than：*.* x *.* x *.* m (lxwxh)，weight in less qualification and reference of bidder:（*）资格要求requirements for qulification of biddera．投标人须为产品的制造商，本次招标不接受代理商投标。the bidder must be the product manufacturer and the purchaser does not accept agent’s bid.（*）资质要求及证明文件requirements of certificate of bidder投标人应承诺自费进行惰性气体发生器橇的检查并获得ccs或abs颁发的船用产品证书。the bidder commits, at his own cost, to carry out inspection and obtain marine product certification of the inert gas generator skid issued by ccs or abs.（*）业绩要求：requirement for bidder's reference:近** 年(**** 年* 月* 日至截标日)，投标人所投产品至少有* 套在海上浮式油气生产装置上应用的惰气发生器橇（处理能力不小于****m*/h）的已调试完成的销售业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（*.合同复印件相关章节和*.用户现场调试报告或用户使用证明或用户验收证明）。in recent ** years (since jan. *st, **** to the deadline of bids submission stipulated), the products offered by the bidder shall have sale reference, in which the commissioning had been finished, of at least * sets of the inert gas generator skids (the capacity not less than ****m*/h) and applied to the offshore floating oil/gas production facility (the signing date of contract is regarded as reference time). the bidder shall submit valid reference lists and relevant documentary evidence (*.relevant chapters copies of contract ；*.commissioning report on user site or certificates of user application or certificates of user acceptance).投标人须提交有效的业绩表和相关证明文件，包括但不限于:合同签署时间、货物名称、数量、处理能力、设备所属油气生产装置类型、用户现场调试报告或用户使用证明或用户验收证明（包括内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息，均视为无效业绩。the bidder shall submit valid reference lists and relevant documentary evidence for reference, including but not limit to：the signing date of contract, equipment name，quantity，capacity of equipment，type of oil& gas production facility for which equipment to be applied ,commissioning report on user site or certificates of user application or certificates of user acceptance (including the content and signing page). absence of the reference evidence documents or the failure to verify above information，the reference shall be deemed as
