Country: People’s Republic of China Project Name: Hezhou Water Environmental Management and Urban Comprehensive Development Project financed by World Bank Loan Loan No.:****-CN Assignment Title: Project Supervision Reference No.: HZ-CS-** The Government of the People’s Republic of China has received financing from the World Bank toward the cost of the Hezhou Water Environmental Management and Urban Comprehensive Development Project, and intends to apply part of the proceeds for the consulting services. The consulting services (hereinafter referred to as “The Services”) is the project supervision under the project. The project is located in Hezhou City.The project scopes contain five systems, including flood risk control, urban drainage improvement, improvement of water environment, improvement of ecological landscape and technical assistance. The supervision company shall provide all construction supervision under the scope of this project (except Huang’an Temple and Shizigang Flood Drainage River Improvement Works); project supervision during the warranty period; other services during the whole project construction and within the warranty period. The consulting service is planned to start from June **** to June **** (the time in the signed the contract shall prevail). Hezhou Municipal World Bank Loan Project Management Office now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will consider the following qualifications: The supervision company shall have successfully completed at least a similar project financed by international financial institution loan or foreign government loan in the recent decade, including its performance offering supervision service for similar projects. If the supervision company is a domestic consulting firm, it shall have the comprehensive qualification of project supervision issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China or have both the Grade A qualifications of the municipal engineering construction supervision and the water conservancy project construction supervision (not applicable to international consulting firms). A domestic consulting firm that does not have such qualifications shall obtain the relevant qualifications before the contract is signed. Documents required include the following, but not limited thereto: i) Legal name of the firm and copy of its business licenses; ii) Contact person and details (address, phone numbers, and email address, etc.); iii) Firm's general profile, or brochures; iv) Description of its organization structure, staffing situation and facilities; v) General listing of projects experiences for the last ten years, including the completed projects (copies of contract key pages and the notification of contract award should be provided); vi) Other documentation as firm finds necessary to demonstrate its capability and competency to the assignments; vii) Intention to form a Joint Venture or main/sub-consultancy (if any).
